If the US bombs a Muslim country with a Nuclear bomb, would Islam then allow for the Muslims to bomb the Americans with Nuclear Weapons?
The Muslims are clearly prohibited from starting any killing of innocent people. But when the enemy is arrogant and irresponsible, then the situation becomes different. The answer to the question is yes, Islam would then allow for the Muslims to use any mean of mass-killing weapons on the Americans. Let us look at what Allah Almighty said in the Noble Quran:
"And if ye punish, then punish as ye were punished (by them). But if ye show patience, that is indeed the best (course) For those who are patient. (The Noble Quran, 16:126)"
As we clearly see, Allah Almighty gave the Muslims the right to punish the enemy as the enemy punished them. So if for instance, the US decides to bomb a Muslim country with a Nuclear bomb, then the Muslims would then be allowed to use the same mass-killing weapon on the Americans, regardless of how many casualties it would cause, and innocent people it would kill.

It important to know that the killing between the Muslims and the non-Muslims doesn't enter into an "infinite loop" where it would never end. No, Allah Almighty commands the Muslims to offer peace to the enemy, and to also incline toward peace if the enemy inclines toward peace as well:
"Nor can goodness and evil be equal. Repel (evil) with that is better: Then will he between whom and thee was hatred become as it were thy friend and intimate! (The Noble Quran, 41:34)"
"Twice will they be given their reward, for that they have persevered, that they avert evil with good, and that they spend (in charity) out of what We have given them. (The Noble Quran, 28:54)"
"But if the enemy incline towards peace, do thou (also) incline towards peace, and trust in God: for He is One that heareth and knoweth (all things). (The Noble Quran, 8:61)"
And if a treaty of peace was made, then we must honor that treaty to the end:
"Except those who join a group between whom and you there is a treaty (of peace), or those who approach you with hearts restraining them from fighting you as well as fighting their own people. If God had pleased, He could have given them power over you, and they would have fought you: Therefore if they withdraw from you but fight you not, and (instead) send you (Guarantees of) peace, then God Hath opened no way for you (to war against them). (The Noble Quran, 4:90)"
"How can there be a league, before God and His Apostle, with the Pagans, except those with whom ye made a treaty near the sacred Mosque? As long as these stand true to you, stand ye true to them: for God doth love the righteous. (The Noble Quran, 9:7)"
