The beast in the Noble Quran does not mean dragon or dinosaur. Let us look at what
Allah Almighty said about the beast:
"For the worst of beasts in the sight of God are the deaf and the dumb,- those who understand not. (The Noble Quran, 8:22)"
"For the worst of beasts in the sight of God are those who reject Him: They will not believe. (The Noble Quran, 8:55)"
"And when the Word is fulfilled against them (the unjust), we shall produce from the earth a beast to (face) them: He will speak to them, for that mankind did not believe with assurance in Our Signs. (The Noble Quran, 27:82)" This beast could either be Jesus peace be upon him or the Mahdi, who will come before Prophet Jesus peace be upon him to fight the evil doers and kick the hypocrites from the Holy Lands of Mecca and Medina.
I personally believe that the beast in Noble Verse 27:82 is Prophet Jesus peace be upon him, because he will come and fight the army of satan. Obviously, Jesus will be very powerful; perhaps the most powerful human on earth in that time, because he will have the ability to defeat all evil on earth, which is something really miraculous. So calling him "the beast" who will speak to the disbelievers would be appropriate.
The beast in the Hadiths:
Prophet Muhammad peace be upon him also foretold the coming of the beast in his Sayings (Hadiths):
"Hudhaifa b. Usaid Ghifari reported: Allah's Messenger (may peace be upon him) came to us all of a sudden as we were (busy in a discussion). He said: What do you discuss about? They (the Companions) said. We are discussing about the Last Hour. Thereupon he said: It will not come until you see ten signs before and (in this connection) he made a mention of the smoke, Dajjal, the beast, the rising of the sun from the west, the descent of Jesus son of Mary (Allah be pleased with him), the Gog and Magog, and land-slidings in three places, one in the east, one in the west and one in Arabia at the end of which fire would burn forth from the Yemen, and would drive people to the place of their assembly. (Translation of Sahih Muslim, The Book Pertaining to the Turmoil and Portents of the Last Hour (Kitab Al-Fitan wa Ashrat As-Sa`ah), Book 41, Number 6931)"
But it is important to know, however, that Prophet Muhammad did not always have the knowledge of the future with him. It is quite possible that he did not know who and what that "beast" is. He only was inspired to mention the "beast". But there is a whole a lot to this beast that was not mentioned in the Hadiths.
For instance, what language will this beast speak? What will be his size? Where will he come from? How will he speak to the people (i.e., how will he communicate with them)? What are those communication means? etc...
There are some Noble Verses that had been revealed to Prophet Muhammad that he was unable to provide interpretation or explanation to, because Allah Almighty chose for them to be interpreted by the future generations. Allah Almighty purposely made the Noble Quran for all times and all places. And He purposely DID NOT make every Noble Verse be possible for interpretation 1500 years ago. Let's look at an example:
"Over it are Nineteen. And We have set none but angels as Guardians of the Fire; and We have fixed their number only as a trial for Unbelievers,- in order that the People of the Book may arrive at certainty, and the Believers may increase in Faith,- and that no doubts may be left for the People of the Book and the Believers, and that those in whose hearts is a disease and the Unbelievers may say, 'What symbol doth God intend by this?' Thus doth God leave to stray whom He pleaseth, and guide whom He pleaseth: and none can know the forces of thy Lord, except He and this is no other than a warning to mankind. (The Noble Quran, 74:30-31)"
So, while the number 19 was impossible to interpret 1500 years ago in Noble Verses 74:30-31, but by the Will of Allah Almighty, it became clear to us today. The number 19 was proven to be a fundamental and very important number in the Computer technology today, and adding to that, the Noble Quran's numerical codes are all based on the number 19, which only the computer machine was able to calculate and figure out!

Why did Allah Almighty call him "beast" and not "Jesus" then?
I believe that the reason why Allah Almighty chose to call him the "beast" instead the original name of "Jesus" is because Jesus peace be upon him came to earth as a Prophet from Allah Almighty. His name was obviously "Jesus" or "Isa" or "Eesa" in Arabic. The second coming of Jesus will not be a peaceful one. Jesus this time will not come back as a Messenger of Allah Almighty, even though he will speak the Truth and probably speak some Holy Revelations sent to him by Allah Almighty.
But however, it is important to know that Jesus' second coming will be for the sole purpose of fighting and defeating all evil on earth. Jesus will fight the devil and his army and he will end all evil on earth for good by the Will of Allah Almighty. May be perhaps this is why Allah Almighty chose to give him a wild description, because only the beast according to Noble Verse 27:82 will come and teach Mankind the Truth after they got blinded from it. It really would take a miraculous and powerful man to do this. Since Jesus peace be upon him is the only Messenger of GOD Almighty left to come back to earth, then I believe that he is indeed the foretold beast in the Noble Quran.
The use of the word "beast" in the Noble Quran:
"Soon shall We brand (the beast) on the snout! (The Noble Quran, 68:16)"
"When the wild beasts are herded together (in the human habitations); (The Noble Quran, 81:5)"
The use of the word "beast" by Allah Almighty doesn't always mean that it is referring to evil people. It could be also used for people (good and bad) in general:
"He created the heavens without any pillars that ye can see; He set on the earth mountains standing firm, lest it should shake with you; and He scattered through it beasts of all kinds. We send down rain from the sky, and produce on the earth every kind of noble creature, in pairs. (The Noble Quran, 31:10)"
Notice here how Allah Almighty said "noble creature" when referring to the beasts (including the humans).

Conclusion:
While the beast mentioned in the Noble Quran could be referring to person other than Jesus peace be upon him, but I personally believe that it is referring to him. I believe that Allah Almighty chose the word "beast" to describe Jesus, because as I mentioned above, Jesus in his second coming, will come for the sole purpose of fighting the devil and his army and to end all evil on earth for good, and not to be a peaceful Prophet as he was in his first coming. Since Jesus peace be upon him is the only Messenger of GOD Almighty left to come back to earth, then I believe that he is indeed the foretold beast in the Noble Quran.
